Abbeville, the Vermilion Parish seat, is an old town. Father Megret's 1846 map ran from St. Victor Boulevard on the north to Lafayette Boulevard on the south. By Census figures, the median home in Abbeville was built in 1969, against 1981 in Lafayette. More than a third of the homes in town went up before 1960.
When an old driveway breaks up or drops at the street, the usual fix is tearing out the old slab. If one section has failed, we saw-cut around it so only the bad part comes out.
A hydraulic breaker on the mini excavator breaks up the old concrete. We haul the rubble off in a dump trailer. The new driveway goes down on a compacted base with rebar or wire mesh. Control joints let the shrinkage cracks land where they belong.

Much of Abbeville sits on Coteau and Patoutville silt loams, which NRCS lists as somewhat poorly drained. Parts of town sit on Frost silt loam, a poorly drained soil. NRCS describes it as wet within 1.5 feet of the surface, December through April, in most years.
The city's storm drains empty into the Vermilion River at 15 outlets. On most new city streets, catch basins and underground pipe carry water to bigger ditches first. A wet yard still needs its own way out. Yard drainage gives it one with a catch basin or a swale, a shallow graded ditch that carries water.
If your driveway crosses a roadside ditch, the culvert under it is part of the driveway job. On parish roads, the Vermilion Parish Department of Public Works issues a culvert installation permit. It covers culverts along your property line in the parish road right-of-way.
The permit form lists the culvert size and type required. It says the surface grade may not block drainage along the road. Work must be done within six months of the permit, or the permit is canceled. Inside the city limits, start with the city's Tax and Permitting office.
Digging for a culvert starts with Louisiana 811. State law calls for a locate request at least 48 hours before any digging, weekends and holidays excluded.
Abbeville adds few new houses. The Census counted 16 new homes permitted in the city in 2020, and 16 again in 2022. The city's stormwater plan describes mostly single-family homes, with homes and businesses mixed along LA 14 and US 167. That means much of the concrete work in town happens on lots that already have a house.

The city's permit page says a building permit comes before new construction or an addition. Moving a shed needs one too. The Vermilion Parish Police Jury runs its own permit office, and its list includes accessory buildings and barns.
