Youngsville keeps building. The 2020 Census counted 15,929 people here. Permits for new houses went from 265 in 2020 to 388 in 2025, all single-family. Sugar Mill Pond has kept adding phases from 2005 into 2026, and Caneview Estates is one of the newest.
Youngsville's development guide calls for sidewalks at least four feet wide on both sides of new subdivision streets. The walk from your driveway to the back gate is yours to add. We pour that walk, a bigger patio, a generator pad or a driveway extension or a parking pad.
Youngsville has older streets too. Cane Village was platted in the early 1980s, and Copperfield's first plats date to 1984. A driveway from that era may be cracked across the middle or sunk at the street. When it is past patching, we break it out and pour a new one.
The NRCS soil survey maps most of the ground around central Youngsville as Frost and Coteau silt loams. Frost is poorly drained and, in most years, wet within 1.5 feet of the surface from December to April. Coteau drains a little better, but in winter and spring it can be saturated from 1.5 to 3 feet down. That shallow water table matters under any slab.
On ground this wet, the work starts under the concrete. We set a slab for a shop or a shed on a compacted gravel base, with rebar or wire mesh. Then we grade the soil around it so water runs away from the edges. A pad is a small slab, and it gets the same prep.
For a new house, Youngsville's residential building checklist asks for foundation drawings. They show the width and depth of the footings, the rebar, the fill and the vapor barrier. The city wants an elevation certificate on the finished floor when the forms are set or the concrete is poured. In the 100-year flood zone, the city's plat rules set that floor at least a foot above base flood elevation.
Rain in Youngsville runs off through coulees, the drainage channels Acadiana towns are built around. Anselm Coulee, Bayou Parc Perdu, LaSalle Coulee and Darby Coulee run through the city. Parts of Youngsville sit in FEMA flood zones. After the August 2016 flood, FEMA approved housing help for 941 homeowners with Youngsville mailing addresses.
Outside the flood zones, flat lots on slow-draining silt loam can still hold water after a hard rain. Standing water on the grass usually needs a catch basin or a swale, a shallow graded ditch that carries water. Water that soaks the ground along the house or a fence line often calls for a French drain.
The city's development guide adds a rule for subdivisions. Their covenants must bar lot owners from placing pipes or culverts in the drainage system without the city's written approval. So a drain line that ties into the subdivision's drainage starts with a call to City Hall. The guide also cites a city ordinance against dumping concrete or other objects that can block drainage.
Youngsville is its own city in Lafayette Parish, with a permit office at City Hall on Iberia Street. Plan review comes first, before the city issues a building or a footing and foundation permit. For a patio or a teardown, City Hall answers the permit question. Any permit the job needs is sorted out before work starts.
Youngsville's permit page says any digging on property in the city must be reported by calling 811. Louisiana 811 asks for the call at least two business days before the digging starts. That goes for a footing trench as much as a French drain.
